Drones are many things to many people: flying toys for some hobbyists, racing robots for others, aerial tripods for some photographers – amateur and professional – and more and more frequently, tools of the trade for many businesses and industries. This poses many safety and legal concerns for operators. The first step in utilizing this technology is understanding the federal, state and local laws and regulations that may apply whether you are a hobbyist or commercial operator. This presentation will discuss non-military drone use. In addition to covering the safety and legal issues, Ms. Alkalay will describe how she became interested in drones, her aerial photography and the Amelia Droneharts.
Loretta E. Alkalay is an aviation attorney and regulatory consultant to airmen, aviation entities and foreign civil aviation authorities, specializing in issues related to compliance with federal aviation regulations, including drone rules, and international air safety standards. She is also an adjunct professor at Vaughn College of Aeronautics and Technology where she teaches drone laws, aviation safety and other courses both in New York and abroad. She has taught for Vaughn in joint degree programs with universities in Hyderabad, India and in Shanghai, China. Previously, she was an attorney for the Federal Aviation Administration for over 30 years, more than 20 of those years as Regional Counsel in New York. As head of the FAA’s New York legal office, she was responsible for advice and counsel on all FAA legal matters arising in seven states and enforcement of the federal aviation regulations in those states, the District of Columbia, Europe, the Mid-East, Africa and parts of Asia.
Ms. Alkalay holds a B.A. from Cornell University and a J.D. from the NYU School of Law. She holds an FAA remote pilot certificate with sUAS rating and owns five drones, including the Phantom 4. Her amazing aerial photography can be viewed on Instagram here.
Directions: The library is west of Route 135 in Bethpage. Take Route 135 to Exit 8, then West on Powell Ave. for about 0.25 miles. The library is on the south side of the street. Park across Powell Ave., opposite the library.
